Enquiries/Complaints regarding 07 numbers
Please note that 07 Personal Numbers can be used legitimately by a customer as a means to conceal personal information e.g. private landline/mobile numbers. This extract from the OFCOM website endorses this by example:

“Recent examples of services that may not fit the traditional mode of Personal Numbering, but which Ofcom considers to be legitimate Personal Numbering Services include:
• 070 numbers allocated to users of Internet chat rooms who want to talk to new acquaintances without divulging their real phone numbers;
• 070 numbers allocated solely for the purpose of selling, eg, a car through a magazine”

Cheers International, as a responsible carrier and number reseller, cannot therefore contravene any such privacy agreement with its customers. The only exception would be if the customer willingly permitted the disclosure of their details.

If you have any comments or complaints regarding an 07 number or indeed the service attached to it, we will in the first instance alert the customer who rents the specific 07 number to your concerns, followed by the initiation of an immediate internal investigation. If the customer consents to the provision of contact details, we will pass on these details on request.

The specific quote under point 17.8 of OFCOM’s general conditions, governing the use of 070 ‘Personal Numbers’ states that;

“The Communications Provider shall take all reasonably practicable steps to ensure that its Customers, in using Telephone Numbers, comply with the provisions of this Condition, where applicable, and the provisions of the National Telephone Numbering Plan.”

“Therefore, if sub-allocatees or resellers are not complying with rules it is the range holder's responsibility to ensure that this is remedied.”

Cheers International ensures that all OFCOM guidelines and regulations are strictly adhered to. Hence, in the event of a complaint and subsequent investigation, if there is any evidence of number misuse, the number will be disconnected immediately.
